The Path of Exile 3.7 Legion League is right around the corner as the official date for launch is June 7, 2019. Legion brings a lot of new and interesting mechanics to the game, new items, new gems, a game-wide overhaul of melee combat, and much, much more. As you’re just starting out in the Legion Challenge League (be it HC, SC or SSF) it’s gonna be really tough, so you should pick between strong, budget and beginner friendly starter builds for the Path of Exile 3.7 Legion league, especially if you want to race the ladders. All of the PoE Legion builds we mention in this article will have the updated 3.7 passive tree once GGG releases it so be ready and good luck exile!

This means that your venture as an Exile will be hard and you should pick a build that suits your play-style, does enough damage and has high defenses to take on even the toughest opponents. Below are some of the best low budget new player builds that you can play to have an easier start as these should allow you to pass most of the desired content easily enough even in solo self-found settings if you choose to do so and most importantly these builds are BEGINNER FRIENDLY BUILDS.
The Skelemancer build is a very safe legion summoner build that can be safe throughout all content (which makes it very hardcore viable). With such high effective HP (9000-11000) it’s the safest Uber Elder farmer build out there. On top of that, you’ll also have 70% phys reduction, decent regeneration and solid mapping speed considering it’s a summoner build. What makes it really nice is that you don’t need to worry about having corpses to summon from (as you do for Spectres and Zombies). Overall, if you enjoy playing summoners then make sure to give this build a try as it’s viable for Legion HC, SC and SSF.
As of 3.7 Frost Blades has received massive buffs that now allow the build to achieve around one million DPS with just budget gear. Since Frost Blades is going to be the new “meta” skill for Legion, it’s the perfect time for beginners to try it out. Reaching Red maps and finishing T16 shouldn’t be a problem for this build though it can be sketchy on Hardcore Legion if you don’t invest enough into Life. Since this build utilizes whirling blades as a movement speed, you’ll need to make the most use of it to dodge monster attacks because this build is not meant to facetank anything! Frost Blades builds during Legion are definitely HC, SC and SSF viable. If you do play on HC and you feel too squishy, get more life.
The Ancestral Warchief Totem build is going to be a very strong build choice for the Legion expansion because you can essentially swap to any other melee build if you get bored of it. Nonetheless, Ancestral Warchief Totems are going to melt packs, as well as bosses with minimal to no gear so essentially it’s very low budget. AW totems scale incredibly well into the end-game so you can use them even to level 100 if you wanted to and they make running Delves a breeze. Due to this builds’ high armor and life, you’ll be able to farm Uber Lab and make a lot of currency fast in the Legion league (one Uber Lab run usually will make you like 20-30 chaos of profit per run). This Build is HC, SC and SSF viable.
In the case you plan on rushing through the PoE Legion league and getting rich on day 1/2, Arc or Lightning Spire Trapper/Miner is going to be the best Legion beginner build. Since Atziri has a lot of phases it’s pretty easy to just insta kill her due to the nature of traps and mines– you just set them up and see the boss hp melt! Even if you just plan on mapping it’s a pretty solid build though beware this build is REALLY mana hungry so you’ll have to run a mana flask for most of the time. Due to the setup of most Arc/LS trap or miner passive trees, your life will be incredibly low until level 60+ so it’s not a preferred choice for Hardcore Legion (unless you know what you’re doing). Therefore, this Build 3.7 Build is SC and SSF viable.
As you probably know, melee has been in a bad state for the last couple of leagues and for Legion expansion it received a massive overhaul. Even before the melee buffs, Molten Strike builds could often facetank pretty much anything and were the go-to build for a boss killer. On top of that, Molten Strike really is not that bad even for clearing maps and it’s very strong for leveling (most melee builds used to level with MS). This Molten Strike Juggernaut can achieve 9k HP, 80% Maximum Resists and 1.7m DPS which results in very fast clear speed and easy profit from Uber Lab and running people through bosses. You can run this build on a tight budget but it performs much better with some investments, if you’re running this as a starter build for the Legion league then make sure to check the league starter section of the guide. The Build is HC, SC and SSF viable.
Tectonic Slam was pretty ridiculous even before the melee buffs in Legion so it’s definitely still a top starter build for the PoE Legion league. Very strong build choice if you plan on doing delves and farming maps quickly as the AoE on Tectonic Slam is huge and you’ll be clearing things really fast. A thing to note is that whilst this build works fine for most content on a low budget, you can’t expect it to clear endgame bosses without a lot of investment– though you can always swap to molten strike if you ever do decide to boss kill. This Build is Hardcore, Softcore and SSF viable.
Cyclone is a prime build choice for the Legion expansion start because it’s a fun, strong and easy build to play that will feel great in the hands of any beginners to Path of Exile. Very versatile build that can do ALL CONTENT the game has to offer, whilst being very tanky. Excellent for delving as well due to its high life gained on hit, you can basically outregen the darkness degen by cycloning into a pack of invulnerable monsters. Cyclone is definitely one of the best beginner Legion builds out there. This build can easily farm Uber Lab, Uber Atziri, Elder and much more…Therefore it’s SSF, SC and HC viable.

Consecrated Path has been a really popular build for the Legion league because of the high damage output it can do whilst maintaining high survivability through leech and other sustain. The best thing about Consecrated Path is that you can efficiently use it as a leveling skill as well because it’s very strong and easy to use. Your only “requirement” as with all melee builds is going to be that you swap to a stronger weapon every 5-10 levels in order to be ready for higher level content. Overall, the Build is SC, HC and SSF viable on a relatively low budget.
Orb of Storms received a lot of buffs in the last few leagues to the point that it became a skill usable as a primary instead of just for power charge on crit. This particular build features a trickster with mind over matter which is fast for leveling and cheap for starting out– making it the perfect caster Legion league starter build! Orb of Storms scales really nicely with cast speed and levels and it has really nice clear speed which makes it a solid choice for delving or map clearing. This Build is SSF, HC and SC viable!
Blade Flurry Assassin build is really powerful as it is a versatile and fun boss killer setup whilst also being able to leech a lot of health and take a lot of hits. This build offers a relatively fast playstyle that has solid (but not ultra fast) clear speed with high single target damage for melting bosses and can be comparable to other builds from our list of the best legion beginner builds. This build is beginner friendly and SSF, HC and SC viable.
Self cast Arc builds are not that popular anymore but they’re still very strong and fun to play. Arc will carry you through the leveling phase on a low budget (3L is usually fine) and with enough investment it can be a really strong end-game build which can shock and freeze enemies at the same time, usually one Arc cast will be enough to clear a pack and move on to the next one. Map clear speed is really good and single target doesn’t lack either, it performs exceptionally well in Delves and other high density content. The Arc Build is HC, SC and SSF viable.
Armageddon Brand has been ridiculously strong ever since it was introduced to the game. This very low budget tank starter build for the PoE Legion league is perfect for any new players because it can level pretty much on a three link with as little to no gear. Additionally, since Armageddon Brand has auto-aim and all you have to do is cast it once or twice to clear whole packs of monsters, it’s really safe to play because you have more time to dodge things. This Build is HC, SC and SSF viable.
