How to unlock the Dark Zone Perks?
To be able to access any Dark Zone Perks, you'll have to unlock the actual Dark zone first. Head over to the Quartermaster and recruit the "Senait Ezera" Dark Zone officer. Senait Ezera is an agent which will guide you through unlocking Dark Zone perks. To get access to the Dark Zone officer (Senait Ezera) you'll have to first complete two main missions: Grand Washington Hotel and Jefferson Trade Center. Once you do these, head over to your base of operations, go on the first floor and search for the small desk in the right side corner which has the Dark Zone officer. Speaking to Senait Ezera will send you off to a mission in order to open the Dark Zone East and once you've completed it you will be able to access that exact Dark Zone location. Once you've killed some enemies in the Dark Zone or did really any other activities, you will gain some Dark Zone experience which you can then use in order to unlock Dark Zone Perks.

Best Dark Zone Perks
Even if you are Dark Zone level 50, you wont be able to have all of the Dark Zone Perks active at the same time. This means that you have to carefully pick the best and strongest Dark Zone perks depending on what kind of content you're doing (PvE or PvP) and what kind of character build you are using. Also, you'll only be able to pick one Dark Zone perk per Tier so choose carefully. Min-Maxing your Dark Zone Perk setup will be worth your while later in the game and it is definitely a good thing to do and plan ahead. For example, if you know that you don't like fighting other players you can pass the Terminator Perk from tier 2 and go for Sight Seeing. Some of the Dark Zone Perks seem to work the best for some players in both PvE and PvP builds: Medic, Keymaster and the reward ones.
